Need high velocity bbs.?

I have an idea for 10mm bbs made out of some kind of soft material like nerf or something. I need them to be as fast as possible and to drop as little as possible without causing serious harm to people. By serious harm I mean like a paintball gun or less. Accuracy can be controlled with rifleing or back-spin. So does anyone have any ideas?
