Why is gradient expressed as a precentage? How do you convert (calculation)from % to degrees?

eg: a vehicle has a climbing ability of 60%. An army issue Armoured Personel Carrier, in it doentation has a climbing ability of 60%. ( I have read 60% is 45 degrees).
